I have the honour to address you with reference
to your code telegram of the 11th. February, as it would appear that to enforce your instructions strictly with regard to all the articles covered by the telegram would have the effect of seriously affecting the business of the Colony and interfering with normal and legitimate trade without conferring any corresponding advant- -age on Imperial interests.
On this subject I have addressed to you today
the following telegram:-

Your code telegram of the 11th. February. 1 Proclamation was issued on the 24th. February and your instructions have been noted. There is a large normal and legitimate trade in Hongkong in many of the articles which according to your telegram must not be exported
except to British ports. Part is a distributing trade.
Examples are mineral oils and motor spirit, distributed
from Hongkong by the Asiatic Petroleum, Standard Oil,
Vacuum Oil, and Texas Oil Companies, and Lanchester and
Bradford goods. Part is a transhipment trade. Examples
are copra, hides and lead. Lost of this trade is to
China, but some is to Japan and the Philippine Islands.
Stoppage would seriously affect local market, neighbour-
-ing countries, and neutral trade, and apparently would
not
